The Secretary of State for Housing, Marina Gonçalves, ensured yesterday, November 15, in an initiative at the Faculty of Architecture of Lisbon, that the 1st Right Program "will not be exhausted in the PRR" - a Support for Access to Housing - which aims to promote housing solutions for people with undignified housing conditions and that consequently do not benefit from financial capacity able to sustain the cost of access to housing appropriate to their needs.  

The RRP (Recovery and Resilience Plan) is financed by the Recovery and Resilience Mechanism, and is a historical and central instrument for the recovery of the economy and to support families and the community. 

Marina Gonçalves was questioned during the session about the continuity of the 1st Right Program after 2026, the date set for the conclusion of the RRP, to which the Secretary of State for Housing said that "the RRP should be seen as a source of funding and not a program in itself" adding that "after the RRP, the programs should stay. 

During the statement he also reiterated the bet on the reinforcement of the public housing stock that "today is so small and compares very badly with other countries of the European Union", however he considers it to be "the most stable and long-lasting response" that can guarantee the right to housing. 

He also believes that "what was missing over the last decades was, in fact, a transversal vision of the right to housing", reinforcing that it is necessary "to treat housing as we treat health and education".
