The State Budget for 2024 has allocated 215 million euros to the full reimbursement of tuition fees for the first years of declared work in Portugal, for young people up to the age of 35 with a bachelor's or master's degree. The measure, announced at the end of last year, aims to help young people starting out in the job market, with support ranging from €697 to €1,500. 

This application can now be made, and applications opened this Thursday, February 22, with the deadline running until the end of May of the year following completion of higher education and entry into the job market. 

Thus, as stipulated in the ordinance regulating the measure published in the Diário da República, young people up to the age of 35 who have completed their academic training by 2023 and are working in Portugal on a salaried contract or with green receipts can apply for annual support of €697 in the case of a bachelor's degree and €1,500 in the case of a master's degree. 

The request can only be made through the ePortugal website, with the diploma stating that "the wage premium is requested by young workers with a relevant academic degree, in an electronic form on the ePortugal Portal, by the end of May of the year following the verification of the assumptions". 

Once the application for the salary bonus has been accepted, it is the Tax Authority (AT) that will pay the amount, via "bank transfer, using the international bank account number (IBAN) contained in the taxpayer registration system". 

Who is eligible for the prize and how is payment made?

As stipulated, young people up to and including the age of 35 who have completed a bachelor's or master's degree in the public or private sector, earning income from category A (self-employment) or B (business and professional income) of the IRS, as well as green receipts, can apply for the wage premium. To be eligible, they must also be resident in Portugal and have their tax and social security situation in order.

Once awarded, this prize will be paid annually for the number of years equivalent to the cycle of studies leading to the award of the academic degree, and is not subject to IRS or social contributions. 

Those who graduate in 2023 may still be eligible for the prize, provided that "the number of years following the award of that academic degree is less than the number of years equivalent to the respective cycle of studies", in situations where no more than three years have passed, in the case of a young person with a degree of the same duration.
