Efficiency Vouchers: Companies that refuse this program may be removed

The Vale Efficiency program, which aims to help needy families improve the thermal comfort of their homes, has had very little participation. In order to combat the low participation, the Ministry is considering either increasing the check per family, given the rising prices, or reallocating the money to another program.
Efficiency Vouchers: Companies that refuse this program may be removed
Companies that reject the exchange of energy-efficient windows or doors, the coating of walls or the installation of photovoltaic panels under the Vale Eficiência program may be removed from the program, according to the Ministry of Environment revealed in a news item in Eco.

The vouchers that total 1,300 euros and that finance the exchange of energy-efficient windows or doors, the coating of walls or the purchase of equipment such as photovoltaic panels to produce energy for self-consumption, are being used at a very slow pace. 

According to data from the Ministry of the Environment, only 11% of the vouchers granted have actually been used. The obstinacy of certain companies to provide services paid for by these vouchers is part of the reason for the low take-up, however, the Ministry of the Environment certifies that it is monitoring the situation.

The efficiency vouchers were intended to help needy families make their homes more efficient. They were launched on August 31, 2021 and already account for about 14,000 applications submitted, according to updated data from the Environmental Fund. 

More than 8,523 applications were considered eligible and 3,271 were rejected. However, the process continues. After the confirmation of the voucher design it is necessary for the beneficiaries to apply for specific measures. In this first phase of the program only 1,185 applications have been submitted, of which 993 were considered eligible and are already paid or in the process of payment (959), corresponding to 11.8% of the vouchers awarded, Eco continues.

When the program was launched, 20,000 vouchers were expected to be created in 2021. However, due to the low level of participation, the government decided to extend this first phase of applications until 2022, until the target is reached, i.e., until the 31.98 million euro amount provided for and financed by the Recovery and Resilience Plan (RRP) has been used up. 

The official source in the Ministry now led by Duarte Cordeiro states, according to the news in Eco, that "adhesion to the Program has registered a lower start than expected, but its execution is under constant monitoring and evaluation. But expectations remain. 

The same responsible adds "that it will take place in the way it was approved and with focus on three areas: simplifying the procedure, reinforcing the program's communication, and strengthening partnerships to give the program more support to families. "The idea is to create proximity channels with potential beneficiaries, so that they can take advantage of the support made available in a quick and agile manner," he added.

The Ministry already monitors the rejection of companies to accept providing services under the Efficiency Vouchers. However, it now indicates that "supplier companies that refuse Vouchers may no longer be eligible to continue in the program." 

The Ministry was "making an inventory of suppliers in this situation" and "in the clarification sessions it has been developing with suppliers", it informed them that "this is a non-compliance".

According to Environmental Fund data, there are 1,316 applications submitted for suppliers, 939 of which were considered eligible.

Questioned about whether the funds used continue to be as low as they are now, the Ministry is considering expanding the check per family, given the rise in prices, or reallocating the money to another program. Duarte Cordeiro explained that the "execution of the program is under constant monitoring and evaluation, so changes may be introduced when deemed justifiable".

The Vale Efficiency program intends to deliver 100,000 vouchers to economically vulnerable families by 2025, worth 1,300 euros plus VAT each, to invest in improving the thermal comfort of their homes. However, there is also another dimension: "Stimulate and boost economic and social development, with the involvement of companies, local and national," which will provide services to families under this program, "boosting the recovery of the economy, wealth generation and job creation," concludes the Eco.
