Each student will have access to 12 vouchers, equivalent to 12 consultations with a psychologist. During this academic year (2024-2025), the psychologist voucher will be awarded to 100,000 students ; the nutritionist voucher will be awarded to 50,000 students. The availability of psychologists and nutritionists is evenly distributed across the country, and the number of vouchers will be reviewed at the end of this semester to adjust supply to demand. With anxiety being one of the major issues faced by many students, the aim of this measure is to facilitate access to psychological services and serve as a complementary response to the National Health Service. The voucher request can be made at the respective university through the Social Action Services. Subsequently, students can choose a professional from the list that will be published on the e-Portugal website. The support is intended for young students in public and private higher education who need it. The requirements are as follows: university students who have recurrent episodes of anxiety or depression; who have relational difficulties, grief, anxiety due to moving cities, the end of a relationship, divorce; doubts or issues related to vocation and career; and physical and chronic illnesses that affect mental health. However, this measure does not apply to higher education students who have had mental health problems for more than a year and a half; who use substances or have problems arising from it; have been diagnosed with psychotic, bipolar, or personality disorders; have attempted suicide; or need special education. Regarding the nutritionist voucher, it is known that one of the current major problems is the consumption of sugar and alcohol, so this measure is intended to complement the lack of response from the NHS. To achieve this plan, notices have been published in line with the Annual Plan . According to the publication in Diário da República, the document establishes the conditions under which the State can provide personal guarantee to credit institutions with a view to the viability of granting credit to own and permanent housing to young people up to 35 years , fitting to the members of the Government responsible for the areas of finance, housing and youth approve, within a maximum period of 60 days from the entry into force of this Decree-Law, the regulations necessary to the provisions of this Decree-Law . In this way, all young people aged 35 years or less, who buy a house for the first time, will be able to resort to financing up to 100% of housing credit , with the State providing personal guarantee to credit institutions. With this benefit, young people can more easily buy a house, since it is possible to grant credit. According to the document, Banco de Portugal and the Portuguese Association of Banks were heard , stipulating that, in order to access the public guarantee, young people must comply with the requirements determined for this purpose, namely be between 18 and 35 years of age, with tax domicile in Portugal , and have income that does not exceed the 8th tier of the IRS. We have a package of measures that strategically considers tourism, projecting it and based on its fundamental importance for the Portuguese economy, praised CTP President Francisco Calheiros. According to the Executive, credit lines will be created, one with an allocated value of 10 million euros, aimed at supporting projects within the country, and another with 50 million euros, for sustainable projects. Presented by the Prime Minister, Luís Montenegro, and the Ministers of Finance and Economy, Joaquim Miranda Sarmento and Pedro Reis, the Accelerate Economy Programme includes 60 measures, including the review and strengthening of the lines of support for tourism, namely the Line + Interior Tourism , whose objective is the sustainable support of the territories, and which will have an allocation of 10 million euros. On the other hand, 50 million euros will be allocated, counter-guarantee, and with a limit amount per operation of 750 thousand euros, to the 360º Tourism Companies Program, which aims to encourage companies in the sector to adopt an Environmental, Social and Corporate Governance (ESG) agendabut also for the analysis of the impacts of their activity on the environment and the social systems in which they operate. The announcement was made at the end of the Council of Ministers, and the measure is integrated in the package of 60 proposals that aim to accelerate the economy , already approved by the Executive. Thus, the IRC will fall from 21% to 19% already from 2025, and the goal is that the tax will reach 15% in 2027 : in 2026, the rate will decrease to 17% and, in 2027, to 15% , according to Minister Miranda Sarmento. The impact of the measure is estimated at around EUR 500 million per year in terms of the level of revenue loss and will have an overall cost of EUR 1.5 billion.
