Source: Freepik Author: Redaction The Portuguese Securities Market Commission (CMVM) released its data on real estate investment funds and found that there was a substantial increase in their investment in residential property in 2023, especially in the last month of the year, as a result of the 33 new real estate collective investment companies that were set up. According to the CMVMs analysis, the exposure of 265 real estate investment funds to residential property was more than 2.5 billion euros in the last month of December in Portugal, representing an increase of 59% over November and 63% above the investment recorded in the previous year. This is the highest figure since 2016. Regarding investment in residential assets in the European Union, roughly located in Portugal, the CMVM states that its growth was significant and three times greater than the average investment made by funds in commercial and service properties, confirming the greater commitment of real estate funds last year, which chose the residential market to invest in. This increase was effectively exponential, guaranteed by closed-end funds, which in December had an increase of 60.5% in exposure to residential property in their portfolios. On the other hand, special property investment funds and open-ended property investment funds fell by 31.2% in relation to residential property. Residential assets weighed 17.4% on property funds At the end of 2023, demand for real estate funds was significant, with residential assets weighing 17.4% in their portfolio, compared to 13.3% in 2022, or 14% in the five years prior to 2023. Even so, this growth wasnt enough for housing to leave the third position among the main properties in the portfolio of national property funds, a position it has held since 2016. Nonetheless, Vitor Reis, former president of the Institute for Housing and Urban Rehabilitation (IHRU), doesnt think that the funds are truly significant in the market. Weve been here today to confirm the commitment of the local authorities, when its the 50th anniversary of the 25th of April and democratic Portugal, and where we want equality, so that people have quality of life, said the President of the Médio Tejo CIM, Manuel Jorge Valamatos, who assumes part of a commitment signed in June last year, which set the objectives of building and rehabilitating 1,100 new one, two and three bedroom flats, worth around 140 million euros . In order to realise this goal, 15 collaboration agreements were signed between the IHRU and nine municipalities in the Médio Tejo CIM , at the Torres Vedras Town Hall in Santarém, which will allow progress to be made with the construction or rehabilitation of 150 homes, for which 24.3 million euros have been allocated. According to Manuel Jorge Valamatos, these dwellings are intended to provide housing with affordable rents for families who cant find answers in the traditional market due to the incompatibility between their income and the rents charged today , noting that, as of the date of the declarations, this is 39% of what the objectives were in June [2023] , where 370 flats and an investment of 56 million euros had been totalled. He also pointed out that there is limited time to realise the target , which is set for 2026, although the municipalities are committed to achieving it. IHRU has a positive outlook for the fulfilment of the project According to the President of the IHRU Board of Directors, António Leitão , although the deadlines are tight, he emphasises that it is necessary to work well and fast , strengthening the partnership and cooperation between municipalities, the Ministry of Housing and the IHRU itself. The municipalities are experienced, with qualified human resources and competent teams, and are focused on taking advantage of this opportunity to increase territorial cohesion, he emphasises, pointing out that a total of five CIMs are involved in the protocol signed with the IHRU. The funds allocated to the project come from the loan granted as part of the investment in the Public Affordable Housing Park under the Housing component of the Recovery and Resilience Plan (PRR), totalling 607 million euros available to enable the rehabilitation, construction and purchase of dwellings for the construction or rehabilitation of 5,2170 homes. Regarding the pace of progress in the project by the various CIMs involved, António Leitão points out that the level of implementation of the Médio Tejo CIM, which is 39 per cent, compares very well with the others , and adds: it will even be the most advanced, although its a dynamic process , indicating that the municipalities have demonstrated the ability to present processes with the minimum maturity to proceed to contracts like the ones we signed here today , and to have the housing available by the end of the PRR, in June 2026 . The CIM Médio Tejo includes the municipalities of Abrantes, Alcanena, Constância, Entrocamento, Ferreira do Zêrere, Mação, Ourém, Sardoal, Torres Novas and Vila Nova da Barquinha, all belonging to the district of Santarém. However, the protocol signed with the IHRU also covers the municipalities of Sertã and Vila de Rei, both belonging to the Castelo Branco district. To this end, information will be exchanged between the institute and the tax authorities in order to speed up the monitoring of real estate transactions carried out in Portugal. In the proposal presented, the Porto Metropolitan Area municipality points out that the first amendment to its Local Housing Strategy (ELH) will respond to 415 households with housing vulnerabilities, through 811 responses/interventions promoted by the municipality. The total investment planned is 182,002,773.90 euros , as stipulated in the proposal presented, of which more than 130 million euros will be allocated to interventions of municipal initiative , while the remaining 51.4 million euros will be used for interventions in properties, as well as for the respective promotion to beneficiary entities. Thus, in the first phase, 345 residential units will be acquired , followed by another 70 for the rehabilitation of residential units or buildings . This will be followed by 246 for the rehabilitation of housing units or buildings , 58 for the construction of housing units or developments and, finally, 92 for the construction of housing units or developments plus the acquisition of land for the construction of housing units or developments , as listed in the proposal.
