The Importance of Conserving Old Houses

Old houses are part of the cultural identity of a city like Lisbon, renowned for its historic charm. However, many of these properties require maintenance works to prevent deterioration and ensure the safety of their occupants. This need for intervention is even more crucial in densely populated areas with many historic buildings, such as Lisbon’s historic centre.

Renovation Notices in Lisbon

Over the past 10 years, the Lisbon City Council has issued 2,568 notices requiring owners to carry out renovations in old houses. These notifications, issued under the Urbanisation and Building Legal Regime (RJUE), mandate conservation works at least once every eight years. Failure to comply may result in severe penalties for owners, including:

Increased Property Tax (IMI)

A 30% rise in the Municipal Property Tax, which can significantly impact household budgets.

Hefty Fines

Fines that can reach thousands of euros depending on the severity of non-compliance and the condition of the property.

Administrative Possession

In extreme cases, the municipality may take administrative possession of the property and carry out the works by force, later charging the costs to the owner.

Additional Costs

Besides fines, owners may face expenses related to inspections, administrative fees, and possible restrictions on future use of the property.

Loss of Property Value

Deteriorated properties tend to lose market value and attract fewer potential buyers or tenants.

Impact of Renovations on the Value of Old Houses

Carrying out renovations in old houses not only avoids penalties but also significantly increases their market value. Often, historic buildings feature unique elements that can be enhanced through proper restoration, such as traditional tiles, ornate ceilings, or iconic façades. Additionally, well-maintained houses are more likely to be rented or sold quickly, especially in a competitive market like Lisbon.

Challenges and Benefits of Renovations in Historic Buildings

Despite the advantages, renovating old houses can be challenging. Strict regulations often apply to preserve the architectural character, which may increase costs and prolong the works. However, the long-term benefits, such as heritage appreciation and reduced future maintenance costs, make this investment highly worthwhile.

Incentives and Support for Urban Rehabilitation

Besides penalties, there are also incentives for restoring old houses. In Lisbon, owners can benefit from tax exemptions, financial aid, and funding programmes like IFRRU 2020, designed to encourage urban rehabilitation and improve housing quality.

Maintaining an old house in good condition is a challenge, but also an opportunity to preserve history and increase market value. For owners, carrying out conservation works is not just a legal obligation but a smart way to protect their investment and contribute to urban revitalisation.
