After being reviewed and approved, Faro will move forward with a new "Local Housing Strategy of the Municipality of Faro 2018-2030" (ELHF), in a direct investment that could reach 80 million euros. The objective, according to the municipality, is to build and acquire more housing to be converted into affordable rentals, in a subletting regime, in addition to offering more properties available at controlled costs. 

As this measure is expected to be applied in dispersed housing areas, the solution is to support, above all, families, young people and individuals, to settle in the municipality and promote population growth and the increase of the housing stock. 

On the table since 2018, the initial proposal defined by the ELHF had foreseen an investment of around 25 million euros, evolving, later, to a much larger direct investment, in the order of 80 million, and whose allocation is foreseen for the construction for allocation in affordable rent regime of 211 dwellings, acquisition of 150 properties, rental for subletting of 100 dwellings, for the Social Emergency Accommodation Centre (CAES) and for shared flats. Additional measures will include the construction of a Shelter House for victims of domestic violence and more affordable housing, with more than 800 dwellings expected. 

"Municipal Housing Charter" in preparation

Following these initiatives, which aim to combat the housing crisis in the municipality, a "Municipal Housing Charter" is being developed, joining the set of solutions that make up the reformulation of Faro's municipal housing policy. This will provide help to resident families, whose economic vulnerability is increasing, thus having social monitoring by the municipality's services. In addition, it is intended to mitigate situations of segregation, with incentives for integration, cohesion and territorial planning.

According to Faro City Council: "Housing problems can only be overcome through close coordination between the municipality, the Central State and local agents and that, given the dynamics of the sector and the unique conditions made available by the Recovery and Resilience Plan, with regard to the amounts and conditions of financing, particularly favourable, but which imply the presentation of results until 2026, there will have to be constant monitoring and evaluation and the revisions that they consider pertinent ".
