Thus, the measures concerning the extraordinary contribution of housing and changes in the coefficient of vestutez have been repealed . The latter, which, in practice, had the consequence of aggravating the IMI of properties in local accommodation, as explained by the minister. The Government corrected, revoked these errors, this punishment and these attacks on local housing, said Amaro Leitão, leaving the caveat that we replaced a punitive, unjust, castrating view of investment and property with a balanced and moderate view that recognizes that there are areas of greater urban pressure and tourist pressure that can make sense more balanced rules . However, when analyzing this evolution in value, card payments far outweigh cash payments, which were used, mostly, in negligible amounts, of about € 12 per payment compared to € 50 per transaction paid by card . It is a confidential and impartial channel, where all information received is treated in absolute secrecy. As far as real estate agencies are concerned, it serves as a mechanism for consumers to report inappropriate, fraudulent or unethical practices carried out by real estate agencies, and is mandatory by law for companies with more than 50 employees. It is an important tool to protect the rights of consumers and ensure the integrity of the real estate sector, ensuring the anonymity of the whistleblower. Complaints may cover a variety of issues, such as: 1. Misleading advertising practices; 2. Collection of abusive or illegal fees; 3. Lack of transparency in real estate transactions; 4. Non-compliance with contracts or promises made by agencies; 5. Infringement of consumer rights; 6. Fraudulent acts, such as falsification of documents or information. Who can file a complaint? Any natural person who has information about some kind of infringement or fraud can do so, and you will have to act in good faith, that is, show that the information he is reporting has, in fact, foundation and truth. Only then will you benefit from the protection afforded by the RGPDI. How does it work? The complainant may submit the complaint by: 1. Through the reporting channel on the GNS/CNCS website; 2. The complainant becomes aware of the final result within (maximum) 3 months from the date of receipt of the complaint. The association considers that these measures do not solve the biggest problem of the houses that are empty , reiterating that the main problem remained unresolved, since the tax is maintained on floors considered as vacant, whether they are intended for housing or any economic activity , without considering the why and the uninhabitable or degraded state in which most of the 700,000 places considered vacant are found . Thus, the ANP considers that the fact that the law provides for the tax increase, which can be up to 10 times higher than the normal rate of the IMI, with 5 to 20 times higher in cases where they are real estate located in areas of urban pressure, is not acceptable, leaving the appeal to revocation of the aggravated IMI on sites considered unoccupied and that do not generate income. With this responsibility agreement, classified by the Minister of Housing as Egg of Columbus, the seven thousand applications that have already been submitted for the construction of real estate with the financing of the Recovery and Resilience Plan (PRR) will be able to advance in the immediate , the construction goal of the fund, of 26 thousand new houses, with 1.7 billion euros. It is proposed that there is the possibility of signing a term of responsibility by the municipalities, which waives approval by the IHRU. According to the data collected, the increase corresponds to 4.8% of the total number of jobs in the European Union (EU), and in Portugal, the share of workers in this area, although it has also grown, is still below the Community average. According to the European Statistical Office, in 2023, 9.8 million people worked as ICT specialists in the European Union, which represents 4.8% of total employment. In recent years, there has been a trend of growth of ICT specialists, with the number of people working in this area having risen by 1.5 percentage points since 2013 and 0.2 percentage points compared to 2022 . In the EU countries where the highest incidence of workers in this sector was recorded, the highlight goes to Sweden, with 9.8% in 2023, followed by Luxembourg, with 8.0% and Finland, with 7.6%. On the other hand, the countries with the lowest percentage of workers employed in ICT are Greece, with 2.4%, Romania, with 2.5% and Slovenia, with 3.8%. In the case of Portugal, as Eurostat found, in 2023 only 4.5% of the workers were associated with the ICT sector as specialists , which, although representing an increase of 0.2 percentage points compared to the previous year, represents a figure below the average of the European Union countries . Still, Portugal can stand out for its percentage of women in the ICT sector, which corresponds to 20%, being above the EU average, which is 19.4%.
