The long-awaited appliance support now has a new launch date. After several delays, the E-Lar programme, promoted by the Portuguese Government, is finally expected to start in September. With a budget of 100 million euros, this support aims to help Portuguese families, especially the most disadvantaged, to replace inefficient water heaters, cookers and ovens with electrical appliances with an energy rating of A or higher.
Unlike previous programmes, this new model does not require the consumer to advance the cost of the equipment. Instead, the discounts will be applied at the time of purchase, through agreements with participating retailers. This measure aims to simplify access to appliance support and make the process quicker and more direct.
The Ministry of Environment and Energy chose to postpone the launch to September, arguing that August, traditionally a holiday period for many Portuguese people, would not ensure the necessary visibility for the programme’s dissemination.
The goal is to ensure that the information reaches the largest number of potential beneficiaries, maximising the impact of the measure.
Who is eligible for the E-Lar programme?
The programme is specifically aimed at families covered by the social energy tariff and those receiving minimum social benefits. The support can cover up to 100% of the cost for the most vulnerable households. The appliance support is therefore intended to promote thermal comfort at home and reduce the monthly energy bill, while also tackling energy poverty and contributing to the decarbonisation of the residential sector.
The novelty of E-Lar lies precisely in the simplicity of the model. Unlike the previous More Sustainable Buildings programme, which required consumers to advance the payment and wait for reimbursement, often over months or years, E-Lar ensures a direct approach. The beneficiary chooses the equipment, receives a voucher with the discount, and hands over the old appliance at the time of purchase. Replacement is mandatory and will be checked on site to prevent irregularities.
This system will be implemented with the support of the Energy Spaces, which will be spread across the country. These service counters will help applicants to clarify doubts, gather documentation and formalise applications. Local parish councils are also expected to play a supportive role, directing interested parties as needed.
Environmental impact, eligibility and required documents
From an environmental and economic point of view, the appliance support is expected to have a positive impact. Replacing around 900,000 inefficient appliances could result in annual energy savings of 30 million euros and a significant reduction in pollutant emissions. In addition, the programme is part of a broader package of investments under the Recovery and Resilience Plan (RRP), also anticipating the Social Climate Fund.
The choice of eligible equipment must follow strict technical criteria. All new appliances must bear an A or higher energy label.
To validate the application, beneficiaries will need to present documents such as proof of residence, identification, taxpayer number, IBAN and photographs of the appliances to be replaced. Although the final list of models has not yet been released, it is expected to include common household appliances in Portuguese homes, such as cookers, ovens, water heaters and possibly fridges and washing machines.
The E-Lar programme aims to make energy efficiency an accessible reality for all, removing economic and bureaucratic barriers. With appliance support, the Portuguese Government takes another step in tackling energy poverty, promoting family well-being and environmental sustainability.
