This is because, according to the Portuguese Tax Authority (AT), there are several cases of refunds being suspended due to this very factor, and there are several taxpayers without IBAN information. For this reason, the Tax Authorities allow, in an extraordinary way, that the bank details are confirmed and authorisation is given to receive the refund in the indicated account. The Ministry of Finance underlines: the IRS/2022 settlements that are under processing have been made available on the Finance Portal as no IBAN has been indicated on the IRS declaration or because the IBAN indicated there is not valid. So, if you have already delivered your declaration a long time ago and you still havent received the refund, you just need to log in to the Finance Portal and access the tabs: Citizens Services Tax Situation-Payments Refunds. In this field, you will be able to indicate or update your IBAN. According to the Tax Office, this is an important step so that taxpayers with assessments under these conditions can receive their refund by bank transfer, thus reducing the payment period , and for this purpose taxpayers are given the possibility to indicate or change their IBAN in the ATs registry or, in situations where there is valid IBAN information, authorise the refund to be received in that bank account. In the case of the settlement of a household , the indication of the IBAN must be made by the holders of the income, through their access credentials to the Portal, and authorisation to use the IBAN for this purpose must be given by both. And for the time being, the Tax Authority says it is developing efforts so that the payment of IRS refunds is made in a substantially shorter period than that which is legally imposed (until 31 August, if the income declaration is submitted within the legal deadline). In the residential segment , rising inflation and interest rates, rising construction costs and labour shortages were some of the challenges faced by the sector last year. In this new edition of the Residential Market Study 2023, Savills Portugal highlights the results achieved in 2022 , as well as the drivers and trends expected for 2023 for the regions of Lisbon, Porto and Algarve, according to information received by SUPERCASA Notícias . Portugal has maintained a privileged position as an attractive destination for foreign buyers. By the end of 2022, foreign residential investment reached 3.6 billion Euros, with a total of 10,722 properties sold. A demand that remains solid, based on strong market fundamentals such as safety, climate and living conditions, also now grounded in the growing transition to the digital economy that allows anyone to work remotely anywhere in the world. According to the Savills Executive Nomad Index cited in the study, Lisbon was considered the best city in the world for digital nomads, surpassing cities such as Miami, Dubai and Barcelona. France, the United Kingdom, Brazil, China and the United States have led the sales charts, presenting buyer profiles that focus their search on areas of greater excellence with a view to acquiring permanent or second homes in prestigious buildings of high architectural quality. Looking at the number of international buyers investing in Portugal, they may represent around 15% of the market overall. However, if we look only at the high end market, where we are positioned, foreign clients represent more than 50% of the transactions made, a value that should be maintained. This type of investor does not feel the impact of inflation and rising interest rates in the same way, and continues to consider our market as one of the most attractive, points out Miguel Lacerda, Lisbon Residential Director, Savills Portugal , in the note to which SUPERCASA Notícias had access. At the end of 2022, approximately 51,000 homes were sold in the Lisbon Metropolitan Area, a number fully in line with 2021. In a challenging year, this result saw a very residual decrease of 1.4% and was above the five-year annual average (49,540 units).The city of Lisbon accounted for the largest share of transactions in the Metropolitan Area of Lisbon with approximately 11,300 homes sold, followed by the municipalities of Sintra, Setúbal and Cascais . In recent years, Oeiras and Cascais have become the natural areas for expansion in the Lisbon residential market . Oeiras offers a market geared towards larger typologies, with projects aimed at upper-middle to upper income families proliferating. Cascais, on the other hand, stands out for the development of projects designed for the high-end and luxury market. According to the pipeline surveyed by Savills, over 4,500 new residential dwellings are expected in the next two years in the municipality of Lisbon (considering only projects in current state of construction). However, it is important to stress that at the date of publication of this report, only 32% of the residential units are available for sale, figures that prove the strong dynamics of demand. The Prime Zone, which comprises prime arteries such as Avenida da Liberdade and Chiado along with areas located in the more peripheral rings of the heart of the city, such as Lumiar, account for the highest number of new dwellings. Average sales prices for new properties in the Lisbon Metropolitan Area in 2022 fell by almost 7% compared to prices in 2021, closing the year at 5,399 €/m 2 , a figure that signifies greater stabilisation and a slowdown in the rate of growth compared to previous years, while average sales prices for used property rose by around 5%, settling at 3,225 €/m 2 . In the luxury segment (5% more expensive properties) an analysis carried out since 2011 shows that asking prices in the new segment stood at 5,000 €/m². In 2022, they reached 11,500 €/m², with constant growth over the last 12 years. Faced with the challenges that rising construction costs have imposed on the market, Savills asked three of the most important developers in the residential market in Portugal about the impact of this increase on the final price of their projects. Alexandra Portugal Gomes said on the whole, the feeling is optimistic, although more moderately. Projects continue to advance with the accommodation of the rise in construction costs reflected in the asking price of projects in the sales phase. Based on the number of residents in the capital, and when analysing the evolution of construction based on this variant, around 9.7 properties per 10 thousand inhabitants were built between 2016 and 2021, when twenty years earlier this ratio exceeded 32 properties per 10 thousand inhabitants . In the INE data, included in the report Statistics of the Physiological Movement of the Population of Portugal, it is possible to go even further back in time, showing that about 100 years ago, until 1919, about 8,322 buildings were built in Lisbon, when at that time there were 191 buildings for every 10 thousand residents of the municipality of Lisbon , in a population of 435,359 inhabitants. The report reports that between August and March 2023, in the 27 EU countries, there were significant disparities in the measures adopted for the reduction of gas and electricity consumption , justified by the energy crisis after Russias invasion of Ukraine. Of the 27 EU states, only 14 have a record of adopting mandatory measures to reduce energy consumption and in the last six months Poland, Lithuania, Cyprus and the Netherlands have been added to this list. On the other hand, the countries with the strongest implementation of energy saving measures are Germany, Italy, France, Portugal and Spain. Following this data, it was possible to conclude that Portugal stands out on the positive side, being the only country where transparent rules are implemented and all information about its progress regarding these energy saving measures is exposed, with a commission exclusively created for this purpose. And, according to the latest progress report of the Energy Saving Plan 2022-2023, released by ADENE (Agency for Energy), our country has achieved a reduction in gas consumption, between the months of August 2022 and January 2023, of 16.7%. Despite a 14% drop in annual investment volumes worldwide, real estate markets have managed to weather the global economic difficulties. As a result, corporate real estate sales exceeded €25 billion for the fifth consecutive year, representing a 9% increase over the average of the past 10 years. The UK, Germany and France remain the most active markets, accounting for 54% of the total value of transactions in the region. Office and industrial property represented 60% of the total transaction value in the EMEA region , industrial and logistics property alone generated €9 billion in transactions. Notable in the market were transactions such as that of Booking.coms international headquarters in Amsterdam, which was sold for €566 million in December and became one of the largest transactions of 2022. In the same month, UK supermarket chain Morrisons completed a portfolio sale and relocation for £220m (€253m). Transactions in the retail and leisure sector increased 26% to €3.9bn , with grocery and department stores recording high levels of activity as supermarkets sought to unlock capital to fund debt restructuring and shop improvements. In the healthcare sector, the value of transactions remained stable at €3bn. For companies occupying their own real estate, equity release remained an attractive and viable option to generate liquidity in a higher cost environment, complementing traditional corporate financing options. We believe that privately owned or controlled companies will continue to drive this monetisation activity. Gonçalo Santos, Head Of Capital Markets JLL, explains that in Portugal we are also seeing this trend of companies selling their own properties, often involving the option to remain as tenants, in operations known as sale & leaseback. The main motivation for companies is to free up capital for investment in their business or to repay debt in view of the high cost of financing. Nevertheless, he argues, it is not yet an option widely adopted by the Portuguese business fabric, which often sees its property as an inseparable part of the business, especially in the industrial area. We believe, however, that the sale of own real estate will be a strategic option considered by more and more companies in Portugal, because besides being a source of recapitalization it also allows reducing the costs associated with the ownership and maintenance of a property. Hybrid working and ESG considerations stand out on companies agendas The move to a hybrid workplace has also been a major driver of divestment for companies , with the large-scale adoption of dynamic and flexible working models reducing overall office occupancy rates. This factor has led companies to evaluate the location of their properties, the amount of space they need, as well as the type and quality of space they should occupy. The race to achieve zero carbon in the construction sector and the risk of devaluation of buildings with low energy efficiency are relevant factors driving this activity. Demand is constant and, for this same reason, there is no easing of average prices, with social inequalities increasing in a worrying way and, on this same topic, the Lisbon City Council reveals that only in the last five years, within the scope of affordable rental housing programmes, it has distributed 1,100 houses, having received, in the same period, 57.6 thousand applications. The expression of the problem begins with this statistic: it has only been possible to respond to less than 2% of the applications made to the affordable housing programmes. Since 2018, this has been a recurring pattern, as for just one property, there are around 52 applicants. According to the city council, an average of 3,200 applications are received per competition and the last one, in April, included a total of 64 homes in the Avenidas Novas area. During the mandate of Fernando Medina, former mayor, 578 properties were handed over, while under Carlos Moedas, the current head of the municipality, the number fell to 532 properties. More supply is expected in Porto Through the Porto com Sentido Programme , which includes support for accessible rentals, it was possible to allocate 192 houses and, according to the local authority, the promotion of accessible rentals is one of the strategic axes of the Municipalitys actions with regard to housing . In this sense, 1,000 new dwellings are planned under an affordable rental regime , in a strategy that contemplates the assets of the Oporto City Hall and the owners who express their wish to put their dwellings on the market, at controlled prices. At the time it was presented, Fernando Medina had said that this would have an expected cost of 900 million euros, however, this refers only to the impact of the budget foreseen for 2023. This was an analysis based on the projections of the Stability Programme for 2023 and 2027 , and the costs associated to the programme will be distributed in a divided manner among fiscal measures, support to house rentals, interest subsidy, financing lines for affordable rental projects and financing line to support municipalities in carrying out coercive works in vacant properties. Allocated to each of these measures are: Fiscal measures, such as the reduction of IRS rates on rent: €440 million, between 2024 and 2027; Measures to support rents: €1,250 million, from 2023 to 2027; Measures to subsidise interest on housing loans: 200 million euros in 2023; Measures for the creation of financing lines for affordable rental projects: €250 million; Measures for the creation of financing lines to support municipalities to carry out works in vacant houses: 150 million euros. Since the full costs of the measures whose approval is still pending are not yet known, besides expenses with the purchase of land and real estate, it is possible that the costs associated with More Housing are even higher than the estimate. Source: Freepik Author: Redaction In force for about a month, and surrounded by major discussions about its real effectiveness, VAT Zero continues to cause a stir , especially among consumers, who have been noticing irregular situations in the application of the measure. The data comes from the Portal da Compleixa (Complaint Portal), which has already received more than 200 complaints in this area. The entity reveals: between 18th April and 15th May, more than two hundred complaints were registered in relation to price increases and the implementation of the zero VAT measure - a growth of 107 per cent in the number of complaints, if we compare this with the same period in the previous year, when complaints about price practices generated just 95 complaints. This has been happening due to alleged irregularities practised in shops , particularly due to consumers lack of awareness of the differences in the value of the product with zero VAT, as well as several complaints about similar prices on the same product, before and after the measure was applied. The registration of more complaints has occurred in the categories pastries and cafeteria and supermarkets, and the products with more mention in complaints are meat and bread.
